Doug Adkisson has 40-years-experience in the nuclear industry. He spent the majority of his career on commercial and DOE related projects working with Siemens, then later AREVA where held a variety of senior positions in nuclear engineering, licensing, operations, R&D and reactor services. He was a senior operating manager at AREVA’s largest U.S. nuclear fuel facility and later as VP of operations, he commissioned a joint venture building two new nuclear facilities for the DOE. Mr. Adkisson has extensive experience working with light-water reactors, managing reactor services and fuel research. He’s managed projects in the U.S., Europe and Taiwan.
Adkisson joined TerraPower in 2008 as senior vice president of operations to help launch a new technology-innovation company formed by Bill Gates and a group of like-minded visionaries to develop nuclear energy sources that are sustainable, emission-free, and cost-competitive. Partnering with another company, TerraPower has produced a traveling wave reactor, valued for its potential to produce power from a nearly inexhaustible source of fuel. Adkisson retired from TerraPower in 2017, but remains a consultant.
He holds a B.S. in Nuclear Engineering and an MBA from Oregon State University.
Chief Operating Officer & Chief Nuclear Officer
Dale Atkinson, Chief Operating Officer and Chief Nuclear Officer, is responsible for Operations & Engineering, Projects, Supply Chain Services, Quality Assurance and Regulatory Affairs. Mr. Atkinson has 35 years’ experience in the nuclear power industry including five years of service in the U.S. Navy.
Before joining NuScale in 2014, Mr. Atkinson served as vice president of Energy Business & Services, vice president of Employee Development & Corporate Services, vice president of Nuclear Generation, chief nuclear officer, vice president of Technical Services, Engineering manager, Quality manager and Reactor Engineering/Fuels manager at Energy Northwest.
Mr. Atkinson holds a bachelor's degree in nuclear engineering from Oregon State University, a Master of Engineering degree from Pennsylvania State University and a Master of Business Administration from the University of Washington. He is certified as a senior reactor operator and is a former instructor on General Electric boiling water reactors and qualified as a station nuclear engineer and shift technical advisor at Columbia Generating Station. He is a graduate of the Harvard Business School Advanced Management Program.

Prior to her appointment as deputy general manager of operations, Dr. Linda Bauer served as vice president for facilities, infrastructure, and services at Y-12 National Security Complex. She was responsible for all aspects of facilities management and maintenance. Before joining B&W Y-12, she held senior operations manager positions at the Savannah River Site, Nevada Test Site, Paducah Environmental Remediation Project, and Depleted Uranium Hexafluoride Conversion Plants.
Bauer holds a Ph.D. in environmental health physics from Purdue University.
Nuclear Engineer (Nonproliferation and Treaty Verification)

Mr. Benz specializes in the development of technology and approaches for use in both arms control and international safeguards. His nine years of experience in these areas has centered on technologies and approaches to authenticate equipment and implement chain of custody, or to maintain continuity of knowledge over treaty accountable items and material of interest. This includes tamper indicating devices and enclosures, containment and surveillance technologies, and radiation detection technologies. He is particularly focused on how to generate and maintain trust in the authenticity and integrity of technologies, and associated information, that may be negotiated for use in a future treaty. This area spans both cyber and physical domain-space to ensure the trustworthiness of potential equipment. Mr. Benz’s projects involve implementation and verification of current and future arms control treaties and collaboration with the international community on technologies and approaches for use in future multilateral arms reduction treaties. Other current work includes identifying, evaluating, and addressing how cyber security interacts with and impacts the critical national security missions within nonproliferation, international safeguards and arms control.

Kathryn A. Higley

Kathryn a. Higley is a Professor and Head of the School of Nuclear Science and Engineering in the College of Engineering at Oregon State University. Dr. Higley received both her Ph.D. and M.S. in Radiological Health Sciences from Colorado State University, and a B.A. in Chemistry from Reed College. She has held both Reactor Operator and Senior Reactor Operator’s licenses, and is a former Reactor Supervisor for the Reed College TRIGA Reactor.
Dr. Higley started her career as a Radioecologist for Portland General Electric. She later worked for Pacific Northwest National Laboratory as a Senior Research Scientist in the area of environmental health physics. Dr. Higley has been at Oregon State University since 1994 teaching undergraduate and graduate classes on radioecology, dosimetry, radiation protection, radiochemistry, and radiation biology.
Her fields of interest include environmental transport and fate of radionuclides, radioecology, radiochemistry, radiation dose assessment, neutron activation analysis, nuclear emergency response, and environmental regulations.
She is vice-chair of the International Commission on Radiological Protection’s Committee 5 (protection of the environment), a fellow of the Health Physics Society, and a Certified Health Physicist.
Manager, Fuel Design Neutronics
Mr. Jordheim is currently manager of Fuel Design Neutronics at the Framatome nuclear fuel manufacturing site in Richland, WA. Fuel design engineering in Richland serves the needs of BWR fuel reload customers throughout the U.S. as well as in the Asian rim market, and is matrixed into the Framatome worldwide fuel design engineering organization.
Previous positions held by Mr. Jordheim include engineering positions at both a PWR and a BWR as well as being an SRO-Certified Operations Supervisor at a BWR. Mr. Jordheim also held positions in commercial development and sales with Siemens, where he served as a fuel contract bid proposal engineer and an engineering services proposal developer. Mr. Jordheim is a proud Oregon State University alumnus, graduating with a B.S. in Nuclear Engineering in 1987 and an M.S. in Nuclear Engineering in 1991. Mr. Jordheim also holds an MBA from Washington State University.
Keller Energy Consulting
Charles Keller is an industry consultant providing advice to utilities and non-utility customers in the evaluation of nuclear technology, decommissioning, and major projects. He has worked with clients in Asia, North America, the United Kingdom, Europe and the Middle East. Mr. Keller has spent time working in various utilities on field assignments.
Mr. Keller also provides business development services to the Canadian Nuclear Laboratories. He is in the process of re-engaging US - Canada relations for nuclear R&D and laboratory services, with utilities, government organizations, and research organizations.
Mr. Keller obtained his B.S. in Nuclear Engineering from Oregon State University. He is an active ANS member and ANS Local Section Vice Chair in Colorado.
Paul Lorenzini has extensive experience in both executive management and nuclear operations. He began his career with Atomics International, a division of Rockwell International, after earning his Ph.D. in Nuclear Engineering from Oregon State University. While at Rockwell he was involved in developing safety analysis codes for design of the Liquid Metal-cooled Fast Breeder Reactor (LMFBR). During this period he attended law school, receiving his JD. He also became involved in the public controversy over nuclear power and was co-chair in 1976 of the California campaign committee organized to oppose an anti-nuclear initiative.
Lorenzini returned to Oregon to join a Portland law firm where he represented leaders in Eastern Oregon who intervened in state regulatory proceedings in support of a proposed nuclear plant in their community. Lorenzini later re-joined Rockwell International at the Hanford nuclear defense complex in Eastern Washington. Rockwell employed more than 5,000 people and was responsible for nuclear waste management, fuel reprocessing, the Basalt Waste Isolation Project, and major site services, such as fire, patrol, security and other common services. He subsequently was named vice president and general manager of Rockwell’s Hanford Operations.
Lorenzini joined PacifiCorp, an electric utility company in Portland, Oregon where he spent more than a decade in several executive management positions, including president of Pacific Power & Light; chief executive officer, PacifiCorp Turkey; and chief executive officer, Powercor Australia.
Lorenzini co-founded NuScale Power and served as CEO until 2012.
Mr. Mausshardt is a retired professional engineer whose current focus is on supporting small companies in capturing contracts and identifying growth areas. He has owned and operated a professional consulting business for over 20 years. He also works with Virginia Tech as a consultant supporting the Department of Energy's development of classified programs. He has prior experience as a corporate officer with two large A&E firms, and held executive level positions with the U.S. Environmental Protection Agency and Nuclear Regulatory Comission. Mr. Mausshardt is an Oregon State University alumnus with both bachelor's and master's degrees in civil engineering.

As Portland General Electric (PGE) Senior Vice President, Bill Nicholson currently oversees Customer Service Operations, Strategy and Business Customer Development, and Transmission and Distribution Operations Services.
Nicholson previously served as vice president of Distribution Operations and two years as vice president of Customers & Economic Development. Nicholson joined PGE in 1980 as an engineer at the Trojan Plant and has served in a variety of capacities in Distribution Operations and Generation Engineering.
Nicholson has served on the boards of a number of community organizations, including current service on the boards of Associated Oregon Industries, Oregon BEST (Built Environment & Sustainable Technologies) and the board of regents for the Museum at Warm Springs.
A registered professional engineer, Nicholson belongs to the American Society of Mechanical Engineers and the National Society of Professional Engineers.
He earned a bachelor's degree in nuclear engineering from Oregon State University in 1980 and has successfully completed the Harvard University Program on Negotiation, the Utility Executive program from the University of Idaho and the American Leadership Forum, where he serves as a senior fellow.
Nicholson and his wife, Kathy, live in northwest Portland.
Edward (Ted) L. Quinn
Mr. Quinn has over 35 years experience in managing nuclear and fossil utility contracts and personnel in support of both project and supplemental assignments at various utilities in the U.S. He is past President of the American Nuclear Society (ANS) (1998-1999). He has managed and performed projects in licensing and compliance, electrical and controls design, startup and operation, including Standards development for the Instrument Society of America (ISA) and the International Electrotechnical Commission (IEC) and is the author of over 50 papers and presentations on nuclear instrumentation and control subjects. He has been an instructor at the MIT Summer Reactor Safety Course for over 15 years and a Board member of the nuclear engineering programs at both Oregon State University and The Ohio State University. He currently provides the licensing support for the six awarded IOM nuclear projects in China. In 2009, he was awarded the highest award in IEC, the 1906 Award, for the development of standards. In 2011, he received the ANS Walter Zinn Award, named after the first President of ANS.
Mr. Quinn holds a B.S. in Electrical Engineering from Tufts University, Medford, MA, and a Masters in Management from Rensselaer Polytechnic Institute in Troy, N.Y.

Dr. Reyes is the co-founder of NuScale Power and co-designer of the NuScale passively-cooled small nuclear reactor. He is an internationally recognized expert on passive safety system design, testing and operations for nuclear power plants. He has served as a United Nations International Atomic Energy Agency (IAEA) technical expert on passive safety systems. He is a co-inventor on over 60 patents granted or pending in 17 countries. He recently received two national awards; the 2013 Nuclear Energy Advocate Award and the 2014 American Nuclear Society Thermal Hydraulic Division Technical Achievement Award.
At Oregon State University, Dr. Reyes served as head of the School of Nuclear Science and Engineering. He directed the Advanced Thermal Hydraulic Research Laboratory (ATHRL) and was the co-director of the Battelle Energy Alliance Academic Center of Excellence (ACE) for Thermal Fluids and Reactor Safety in support of the Idaho National Laboratory mission. Additionally, Dr. Reyes was the OSU principal investigator for the Westinghouse AP600 and AP1000 certification test programs sponsored by the USNRC, the U.S. Department of Energy and Westinghouse.
Prior to joining the faculty at OSU in 1987, Dr. Reyes worked nearly 10 years as a thermal hydraulics research engineer in the Reactor Safety Division of the U.S. Nuclear Regulatory Commission. He holds Ph.D. and M.S. degrees in Nuclear Engineering from the University of Maryland and a B.S. degree in Nuclear Engineering from the University of Florida. He is the author of numerous journal articles and technical reports, including a book chapter on SMRs for an ASME B&PV Codes and Standards handbook. He has given lectures and keynote addresses to professional nuclear organizations in the U.S., Europe and Asia. He is a professional engineer and has served on the Board of Directors of the American Nuclear Society.

Dave earned his B.S. in chemistry from Lewis and Clark College in 1974. He went to work for the state of Oregon, Radiation Control Program, as an environmental radiochemist, advancing to health physicist (RML licensing) and manager over Nuclear Emergency Response. Dave earned an MPA (emphasizing public health) from Portland State University in 1985.
He was hired by the Oregon Dept. of Energy as nuclear manager in 1985 dealing with rad waste disposal and rad transport, and was asked to serve on the first OSU NSE Advisory Board. He became division administrator over energy facility siting, Hanford studies and other ODOE nuclear programs in 1989. He was the governor’s liaison to the Nuclear Regulatory Committee and represented Oregon on the NW Radioactive Waste Compact Committee until he retired from state service in 2005.
He started his career analyzing environmental samples from the Trojan Nuclear Reactor area and ended it by recommending final approval of the Trojan decommissioning plan to the Oregon Energy Facility Siting Council in 2005.
He has since earned an MAT in secondary science education from George Fox University in 2008 and is currently teaching 8th grade science in the Beaverton school district.
Mr. Stout Worked more than 40 years in the nuclear industry for the Atomic Energy Commission, Exxon Nuclear, Siemens and AREVA in the areas of health physics, nuclear materials safeguards, reactor core physics, nuclear reactor safety engineering, nuclear fuels management, engineering services, and marketing. He served as top executive in the United States and Asia. His area of expertise is nuclear core analysis and nuclear fuel management where he pioneered several early computer programs used to operate and refuel commercial nuclear power plants. He was also a nuclear engineering instructor at Washington State University from 2009-2014, and served as WSU's representative to the Hanford Advisory Board from 2011 to 2015 .
Mr. Stout holds a B.S. and MAT in Physical Sciences from Washington State University, a Ph.D. in Nuclear Engineering from Oregon State University. He has also completed executive courses in business administration and marketing from the University of Washington, Wharton University and Columbia University and reactor safety analyses from the Massachusetts Institute of Technology.
He has been a member of the American Nuclear Society for more than 43 years, and is past president of the Eastern Washington Section. He was inducted into the Oregon State University Academy of Distinguished Engineers in 1998, and the Engineering Hall of Fame in 2008.

Mr. Sweeney has been a member of the Northwest Medical Physics Center since 1981. He holds a Ph.D. in Radiological Physics from the University of Pittsburgh, an M.S. in Radiological Physics from Carnegie Mellon University, and a B.S. in Physics from the University of Pittsburgh. He was an American Association of Physicists in Medicine Trustee to the Medical Dosimetry Certification Board from 1991 to 2000, and an American Board of Radiology oral examiner in Therapeutic Radiological Physics in 2008.

Ronaldo Szilard, Ph.D., presently leads Industry Applications at the Nuclear Science and Technology Directorate at the Idaho National Laboratory. At the INL, Dr Szilard has held numerous leadership positions, including Director of Nuclear Science and Engineering, Director of the DOE LWR Sustainability R&D Program, and the Deputy Director of the DOE Energy Innovation Hub CASL Program. Dr. Szilard focus on the nuclear industry participation and collaboration with the INL in the various nuclear science and engineering programs sponsored by the DOE Office of Nuclear Energy, bringing national expertise in nuclear reactor design, thermal fluids, heat transfer analyses, reactor safety analyses, and their application in advanced modeling and simulation. Dr Szilard brings 20 years of experience from the nuclear industry sector and focus in developing DOE research capabilities to lead the global nuclear energy agenda.
Dr. Szilard’s nuclear industry expertise includes project management in nuclear reload licensing, core design, core monitoring processes, and nuclear methods development. He is an expert in leading cross-functional teams and customer interfaces in the private nuclear industry and interfaces with regulatory agencies for nuclear fuel design, fabrication, engineering and licensing. He is also an expert in complex technical projects that encompass multi-functional areas, including coordination with reactor physics, transient and safety analysis, thermal-hydraulic, and fuel design. He has provided specific engineering discipline expert knowledge leadership to engineering teams, vendors and customers, acting as lead technical problem solver within these areas of specialization.
Dr. Szilard holds a B.S. in nuclear engineering from the University of Arizona and a M.S. and Ph.D. in nuclear engineering from UCLA. He is a member of the American Nuclear Society and American Physical Society.
